Corporation staff has managed and executed over thirty National Environmental
Policy Act (NEPA) projects ranging from large Environmental Impact Statements
(EISs) for complex and controversial projects to routine Environmental Assessments
(EAs) for minor federal actions. We can work as an independent third-party
contractor in completing NEPA compliance tasks including preparation of
EAs, EISs, and supporting NEPA documents (e.g., scoping documents, implementation
plans). Alternatively, we often serve as the project's representative in
the NEPA process. As the project's representative, we help guide the framework
and perspective of the NEPA analysis and impact assessments, manage third-party
contractors, and work to prevent the NEPA process from becoming a vehicle
to derail or delay a project. |

We have extensive experience in completing all aspects of the NEPA process from the initial information review through completion of compliance with related federal and state regulatory processes. Our staff has also been actively involved in the development of a variety of NEPA support documents for development projects, including various license and permit applications and Environmental Information Volumes, Borrower's Environmental Reports, Environmental Impact Reports, EIS implementation plans, and EIS mitigation plans. We have planned and conducted numerous studies to collect baseline data to support NEPA documents, and our staff has served on EA and EIS review teams. Corporation prepared the Borrower's Environmental Report, used as the Environmental
Assessment, for the Coast Guard Cogeneration Project in Kodiak, Alaska.
The project included a utility combustion turbine power generation project
and associated 69-kV transmission line to be sited on a U.S. Coast Guard
base. Key issues addressed in the EA included land use, air quality, noise,
fish and wildlife, and hazardous materials. We successfully completed the EA and managed the resolution of several contentious issues, which allowed the project to be constructed in time to provide replacement power for a scheduled outage of Kodiak's primary hydroelectric power supply. |
